I don't think it's Petra either.
I'm usually pretty good at recognizing pictures (if not automatically a name) and I don't remember seeing the ID picture before. This makes me think that the ID girl is more modern in PB terms than either Petra or Joy as I became less interested in PB during the 2000's having previously bought all monthly issues and NSSs.

Just checked 27 pages of Petra Veraiks' thread @ another forum, many dating back almost 10 years, (so a lot of dead images)
While her impressive chest looks like a match I couldn't find a set that looks like this image was taken from it

Only found one set of Carla Pivonski there too, however they were all dead

gota say Carlas' eyes & nose look right (from the PB plus link)

Many Emily Agnes PB sets are with glasses on, not the correct shoot but I hope these may be helpful

Based on the ear shape I think Carla Pivonski is right. The outer edge returns toward the face at nearly a right angle with no hanging lobe. This seems quite distinctive.
