No - members who have been banned/blocked do have "their" thanks-button disabled.

With 1and1 on the same page I find no banned or blocked and it's the same problem ...

There are ways to camouflage/hide banned or blocked status. Don´t know whether this is the case here...but last activity of that member dates 3 months back

Anyway, I personally would prefer not to speculate on that.
