sharecash as file hoster

Are websites like share [] cash [dot] org allowed as file hosters on this site? Sorry I've never uploaded files before and am trying to figure this stuff out.

Sharecash is a survey hoster. Before u can download a file u have to make a survey. Those hosters are famous for aggressiv popups, ads and so on. They are also famous for providing fakes. Downloader make the survey, click through dozens of popups and waste a lot of time but at the end they get fake files and not the content they wanted to get. Those hosters sell no memberships they live on the clicks. On most of the boards i know this kind of hoster is forbidden and that is a good thing.
