Penny Irving as seen in The House of Whipcord (1974) must be up there. She also did nude photos, some of which, maybe all of which, are on this forum. But this was the first I saw of her naked/topless. The funny thing is, she appeared in both Are You Being Served and the first series of Hi-De-Hi and she never has pokies, at least that I recall seeing. Maybe her nips were big and soft as opposed to big and hard, at least when she was on camera.

Farrah Fawcett must be up there too, but she also did nude shots. A lot of actresses appear to have big nipples (when they have pokies) and probably do, but it can be hard to get the picture of how big and/or long they actually are through clothing.
