Default Video recovery programs

I have some vids that show as 'full' in properties (over 500mb etc) but when I try to play them the vid is only about 10 seconds long.

Are there any programs that can recover videos?

Neither VLC or Windows Media Player will play them.

It's a long shot, try mediaplayerclassic-hc or maybe better, load it into irfanview and see if it gives an error message that helps

In cases like this it is helpful to know whether or not you're experiencing problems with playing other files of the same type (avi, mpg etc) and that are compressed with the same codec.
MediaInfo is a good utility program to find out what codec was used for compressing the file.

If other files compressed with the same codec play fine the problem lies with that particular file and it is most likely damaged.
If you've downloaded this file it most likely was damaged during the download, easiest solution : try downloading it again.

There are some programs around that try to repair damaged video files. The free versions can be found by simply typing the file type, codec and the terms "repair" and "freeware" (or "open source") into an internet search engine.
There is no one program that does all (i.e. all video file types) and you have to be prepared for the possibility that the repaired file might not be the complete video since these programs discard the parts of the file that are too damaged to repair. Worst case scenario : the repaired file shows the exact same 10 seconds of video.

If other files compressed with the same codec also give problems playing back then the problem may lie with the codec installed on your system. The actual codec program file may have become damaged or the codec is no longer properly linked into the window's video/sound subsystem
There are numerous help pages on the internet on how to check and how to reinstall a codec on a windows system. Just type your windows version and the phrase "how to reinstall video codec" into an internet search engine.

Another possibility for playback problems is that the codec on your system is an older version of the codec that was used to compress the file with though this is rarely the case these days.
To find out which codec version is installed on your system call up the run window (windows key + R) and type in " "msinfo32" and click OK. In the system summary panel fold open "Components" and then "Multimedia" and click on "Video Codecs". The right panel shows you which codecs are installed on your system and their respective version numbers.
Do an internet search to find out which version of the codec in question is the latest. To find out whether the latest version removes the problems, download it and install.

Try finishing downloading the file on the torrent that you got it from.
That's exactly what it sounds like to me. When you download something
from a torrent, the file will show it as being the same size as a completed
download, whether you've downloaded 1 mb of it or 1 gb. There's not a
media player made that will play a file correctly that's not fully downloaded.
