For the first 196 years we existed as a nation we never had one, and having one has never improved our national fisc.

The system which affects expenditures is a system of appropriation and authorization which is much more flexible than a spending system based on a budget. After all, a budget is an aspirational document which makes no allowance for contingencies.

Water cannons are not automatically used at maximum output. They can have dyes and irritants added to the water, or have the jet electrified. Any of these riot control machines are capable of producing very unpleasant results.

The British Army quite recently tested a hand held, flamethrower sized water jet weapon that is described as non-lethal, but could kill at close range. Whether or not these might be deployed in the event of major civil unrest in the UK is unknown.

I did not dislike Bush till his offspring ran for office. As he actually served in a war he deserves a full military funeral, unlike that puke Ted Kennedy who served in Paris because daddy made sure he never got near the war in Korea

Looking at the live video in the CNN link I posted, how long do those Military Honor Guard stand there for before they are relieved?

The one U.S. Marines Marine looks uncomfortable too.
