I've read the rules and it's seems to say that the 150 thanks rule should only apply to starting threads and not responding to them. Also I'm able to reply in the Model Id forums.

Model ID is not the same section as Classic Movie ID. Different sections have their own specs on what is allowed, it's not a "one size fits all" situation.

Well if the rules have change then someone should update the rules sticky.

There are General Forum Rules and there are section rules. The section rules in Classic Movies have not changed since the 150 thanks rule was started for those sections. Replies were never allowed there. Why you were able to reply once is beyond me unless it was before the restriction was put in place.
