Hate to be pedantic, but yes we do, several times.

In Thunderball every 00 agent is called in for a briefing. 007 walks in late and we can see them in the briefing room.

In Octopussy, a 00 agent is killed right after the opening credits.

In Goldeneye, Alec Trevalyn is a 00 agent on assignment with Bond in the pre-credit sequence.

References to other 00 agents are made in Goldfinger and The Man With The Golden Gun.

Perhaps it might be more accurate to observe that 007 is the only one who is effective in the the field. The other double 00's only exist for the same reason the Star Trek red shirts do.

If there are hundreds of secret agents across the world, why is HE the only one seems to be able to save the world single-handedly (repeatedly)?
