No... in capitalism you can't be rich when you really work hard. You always need hard working people to make the job when you calculate the benefits they bring to you.

Since 1991, Russia has been a capitalist country. In the Soviet era, the country had an effective housing programme, which provided free housing. The degradation of the housing stock began in the post-Soviet times.

Correct me if I am wrong, but as I understand it the dire housing shortage was a constant during the Soviet years, with several generations of the same family living in one apartment. During the period 1917 to 1991 Russia graduated from an agrarian economy in which 80% of the people lived in the countryside and worked on the land, to an industrial society in which 80% of the people lived in cities and worked in industry, commerce and the professions. Housing development lagged behind this demographic change.

Thanks to the miracle of google I have just learned a new word - Khrushcheby. It refers to Mr Kruschev's initiative in the late 1950s to build thousands of apartment blocks all over the USSR, the first really serious attempt by the Soviet government to house its own people properly. Khrushcheby is a play on Mr Kruschev's name and rhymes with the Russian word "trushchoby" (трущобы), which means "slums". This seems a tad ungrateful. At least he was trying.
