The picture was taken at the NYC premiere for the film Flawless (1999) and is titled "Bob (Woman)" and was taken by the veteran photographer Sonia Moskowitz.

I think that it's the burlesque performer The World Famous *Bob*.

So, in the title of the picture "Bob" isn't the guy (who doesn't seem to be mentioned), but rather the woman.

I'm assuming that due to the film's subject matter, she was an invitee due to her nailed-on NYC drag/gay scene credentials.

EDIT - I should clarify, out of respect for the artist, that The World Famous *Bob*, despite being born a woman, identifies himself as male.
