Googling "county", that appears to be of French origin. All US states are divided into counties, with the exception of Louisiana, which is divided into parishes. Which is also of French origin, that state originally being a French possession.

Not necessarily of a shire. Reeve was a general title for any official/magistrate down to local level. Or his ancestor could have been servant to a reeve (reeve's man).
