I agree with some of what you say, but the dogs are just doing what hey do -- bark ... perhaps hearing noises and protecting their territory, or maybe just because they want to be let in the house. But the bimbo dog owner pretends to have a deaf ear and does nothing, and has no consideration for her poor fellow neighbors.

Whether she hears them or not is immaterial, she has been made aware of the situation and should do something about it The fact that she is doing nothing seems to indicate that she does not give a rat's ass about you and the other neighbors -- all the more reason to call animal control!
If you choose not to in order to remain "friendly" then you best expect a lot more sleepless nights ahead.

Dogs make dirt and so do we, but decent dog owners clean up after their dogs, in most European countries you can be fined a lot of money if you do not! Noisy dogs, again bad owners, but there are laws to protect others, most of us do not chase them up so again the bad owners are responsible.

The big problem is we blame dogs for the behaviour of poor humans, which is a shame, I know from experience, they are great to have around and make a huge difference to lives, especially my disabled daughters!

Looks like at this time, we won't be able to record several instances of her dogs barking.

Hopefully this is permanent.

Her mother just moved in with her.

She is old as in needs to be supported by her while walking and dragging an oxygen tank on a roller with her old.

The dogs haven't barked outside in the last few days and nights and that's because her balcony door hasn't been left open.

I think the reasonable explanation behind that is her mother being old, can't stand the heat with the balcony door open and it is hot outside and getting hotter with each passing day.

I hope she lives a long time.

My water tablets - Furosemide, yes I know I take them along with my other tablets for valid medical reasons but when they say it is to combat water retention and you may find you will pee a little more they weren't joking

And now the bloody things come in different shades of white-so you replace several bulbs on a multilevel/multistorey atrium hanging display with the correct base type and wattage-only to find that the bulb shade is wrong-warm daylight versus cool white or some such nonsense-and it looks painfully obvious to the eye....and of course the salient detail on the bulb you took out is printed in script so small you need a bloody big magnifying glass to even read it....if they even bother to print it at all!
