I can't comment of the residents of Caribbean islands but as to Florida residents, even if the US was willing to abandon an entire state where would you suggest they be relocated to? There isn't any part of the country that isn't subject some kind of recurring natural disaster. Winter ice & snow storms, tornadoes, desert heat waves, river flooding, earthquakes, wild fires, land and mud slides from rain, we've even got volcanoes (an entire state made of nothing but volcanoes at that! ).

20 millions people living in Florida, 49 states remaining, so 410'000 people distributed per state.
Or about 1300 cities remaining in the USA, so 15'000 people per city.

But apart that, what would happen if this state will be partially destroyed every 3 or 5 years in the future? People will quit this area. For sure.
That's probably what could happen in a lot of areas on this planet with the global warming during this century.
The worst cases could probably happen in Bangladesh. There are almost 170 millions people living there.

Eaaaasssyy for some one who is not involved to say. You try picking up your life, family if any, job, etc. and going somewhere else. Where and how do you afford or even find housing, a new job? Soooo many different needs to fill.
Then throw in leaving all your stuff and housing behind and that will need some form of resolution.
Get real man. It is easy to come with a theoretical solution but not so easy to come up with a viable one.
