Default 35mm/16mm/8mm Film vs 480 VHS or 480p DVD

If any of you have done any image scanning you can read between the lines in regards to the process I am referring to.
When converted to 480, etc. the image is "Locked", if you can access the original master (35mm/16mm), that would be optimal, but my original point is even a 8mm film if processed correctly in focus and well lit then rescanned at a high resolution, those images will be far superior to the "Locked" 480 version.
I have seen a few rescans, but it looks to me as though the auto dust cleaning filter was preset, all of those settings need to be removed.
