Alarming as in its in the US of A but in all seriousness this ISP 3 strikes and your dead has been trialed in the UK 2 years ago and it failed.

If this has the effect of kerbing the excessive uploaders who are currently posting to as many forums as possible for obvious reasons i'd actually say its a good thing.

I personally think the lawsuits that legal firms in the USA are bringing against multiple uploaders at a time on the other hand is a real danger.Plenty have stopped downloading mainstream entertainment from torrents/uploading it to filehosts because of the monetary threat to their hip pocket.

ISPs already have the power to throttle speeds on Unlimited accounts which they've been doing for a long long time so sending letters saying they know is little more than scare mongering


Even if technology is able to prove your downloading illegal files whats the incentive for ISPs to piss off their paying customers?
