That's only a recommendation from the EU.

It's the duty of every EU-state to fill it with details. In Germany for example it's the duty of every country.

But, of course, if the EU recommends something the British gutter press do not like, there are headlines denouncing EU bureaucracy - even though it is not being imposed upon us at all. The EU can't win in the UK.

Yes, I noticed this a long time ago. It's not different by us for example, but not so common as in GB.

But there are some follies of the EU too: most famous example is the curvature of cucumbers as a "Quality-Standard". It has been - thanks God - sacked three years ago.

But that's clear to everyone, what's for Germany & England in case of cladding is OK, is for the North European countries not sufficiently and for Spain, Greece, Malta and Cyprus not needed.

So the EU can only set a goal.

Don't read the gutter press bloke 57 so I haven't seen it there, but the European Commission has an exclusive competence in the making of building regulations. No state in the EU can make their own regs without Brussels permission. Seems sensible to me.

The Euro directive that some elements have been blaming is 2012/27 on energy efficiency which wanted further work doing to insulate buildings. Nowhere in that document does it say use flammable cladding.

And yes of course they can make (the states) their own regulations.

2. Paragraph
As I wrote before, it's only a goal for the members (to save carbon dioxide).
A solution here would be not sufficient for the North European states, and mainly superfluous for South Europe. Every state has to fill it with live themselves.

Non-flammable or flammable - that was not a part of the topic - in this case..
