Install unlocker software in your PC .It is Free & easily available on net.It can unlock all files which linking direct or indirect folder. Hence we cannot delete it.
After that if you should have any problem, I will help you. Just give me msg

Just saw this thread have had a file on a external drive that I could not remove I installed unlocker on my widows 8.1 and it did take it out. Only thing is after install it would not self start had to start it from my app page.

Slightly different problem, whose solution I post for completeness, as I don't think it's been mentioned in this thread.

I was trying to clear my Recycling Bin (in Windows 7) and the process kept hanging. After numerous reboots, I started deleting the files within the bin by hand, and discovered that there was one file only that was causing the problem. After I right-clicked on the hard disk in My Computer, chose Properties>Tools tab>Error Checking and then ticked both 'Automatically fix file system errors' and 'Scan for and attempt recovery of bad sectors', then pressed Start (the computer has to be rebooted after this), I was magically able to delete the file - although that was six hours later.

how old is your computer - hard drive? could be a disc error have you tried defragmentation?
