Feedback from the oil companies and the petrol retailers (frequently the same guys) on the 1p cut in duty and the windfall tax on oil production revenues.
Bullshit Alert One: The levy on increased oil profits will negatively impact on future oil exploration investment and cost tens of thousands of jobs. This is rubbish: investment decisions are based on anticipated returns and even after the tax these returns are higher by far and projected to be higher by far over the next 5 years than over the last 5 years. On this basis, rational investors will invest and pay this tax and still be quids in compared with their predecessors 5 years ago. The structure of the North Sea and British Atlantic oilfield exploration is changing as the biggest fields start to wind down; larger numbers of smaller companies are entering the game, focused on developing much smaller fields which the bigs boys will not explore. Legislation had to be passed to force the likes of Shell and BP to allow these independents, for a fair fee, to use the pipelines Shell and BP built to pump the oil and gas which Shell and BP considered uneconomic to pump. My point is the big oil companies are not entrepreneurial and weren't going to invest in extending the productive life of North Sea oil anyway; increasingly it's much smaller companies which are getting the oil. This poses a regulatory and safety risk (they're poorer and harder to police than BP and look what BP did in the Gulf of Mexico) but they will not be put off by political spite against this levy provided they see a good profit to be made. Bullshit Alert Two: The reduction in petrol duty should have been delayed for a week so that the existing stocks, bought wholesale at the old price, can be sold at the old price and the retailers won't suffer an unjust hit. By this same logic, when the wholesale price rises due to commodity speculation or a rise in duty, the retailers would continue to sell the old stock at the old, cheaper price, and raise the price only when they start selling the more expensive new stock. I have heard this point put to the retailers and their spokespeople before and they explained that they set their price as a mark-up on replacement cost, so when the wholesale price goes up, the pump price has to go up right away. They've confused me in their minds with their other customer: Mr Shit-For-Brains.
