I suppose I should explain where "the teak tough streets of Belfast" comes from. I stole it from a hack who writes for a local Sunday tabloid. He used it all the time and I pissed myself laughing at the pratt. He lives in a big house out of town and would shit himself on the teak tough streets of anywhere.

I was confused by this, so I googled "plasticine". Per Wikipedia, "Plasticine, a brand of modelling clay, is a putty-like modelling material made from calcium salts, petroleum jelly and aliphatic acids. The name is a registered trademark of Flair Leisure Products plc. Plasticine is used extensively for children's play, but also as a modelling medium for more formal or permanent structures." Whew. At first I thought "plasticine" might have something to do with something sinister. Like bombs... or something. You know, given the way it was used in your response. But it's only a harmless kids' toy! What a relief. (Of course, it still doesn't make a lot of sense... )
