Can you explain a little more about your problem? I am confused because you say you performed the above process, but that saves the bookmarks in an html file. That file will be in whatever folder you saved it in.

On the other hand, the post by bj2010 refers to the Firefox profile folder. If you reinstall Windows, and then Firefox presumably, your profile folder will have a different random string of characters as the first part of its name - xxxxx.default. So the original location will no longer be available to save in, if you saved there for some reason.

Does that clarify things at all?

Ah - is this your problem? When you use the process above, it creates an HTML file. If you open the HTML file in Firefox, you'll see all your original bookmarks, but instead of being on the Bookmark Menu, they'll just be presented as a document, as a list of headings and links. To get them back into your Bookmark Menu, you need to perform the reverse process to the one that created the file:
Bookmarks ->Show All Bookmarks -->Import and Backup-->Import Bookmarks from HTML
