The Loc–Nar is the central villain of the 1981 adult animated film Heavy Metal, which is based on a pulp comic book franchise of the same name. Its form is that of a basketball–sized glowing green sphere, and it describes itself as "the sum of all evils" and can melt people upon contact.

I quite like Garcia Flynn from Timeless. He's a sophisticated smartarse, who makes the heroes Wyatt and Rufus look like a couple of rubes, even if he did manage to lose the mothership.

Evil Gran Ma Ryan in the spectacularly weird 1969 Michael Powell James Mason movie about Norman Lindsay, The Age of Consent

Here seen tussling with the much abused Cora [Helen Mirren]. Gran isn't happy with Cora's nude modeling, even beats her with a cane.

May not seem like a villain to most but he refused to get rid of the alien that killed Ripley's crew. My vote for a villain

CIA Deputy Director Noah Vosen as portrayed by David Strathairn in The Bourne Ultimatum (2007).
I've always found Vosen's actions leading to the assassination of Guardian journalist Simon Ross (Paddy Considine) in the middle of Waterloo station during rush hour, rather chilling - especially when one considers the number of men like Noah Vosen in similar positions of authority around the Earth monitoring our actual and digital footprints at this very minute.

As Colonel Jessup so succinctly put it in A Few Good Men (1992):

"my existence, while grotesque and incomprehensible to you, *saves lives*. You don't want the truth because deep down in places you don't talk about at parties, you want me on that wall. You need me on that wall."
