I read it. It seems to say that while men are usually physically stronger etc. and that's what close fighting needs, because some take the view that women will be more of a threat in future then the aussies should oppose them with aussie women.

Don't use the extra strength etc. of men against the attacking women, oh no. That would be too efficient and sexist.
