Now that I think of it, I believe most of the women named Kayla that I've met have had fake boobs. But who is this model in Gallery 1988-11? Thanks!

A little bit more of Kayla. It's purely by chance that I noticed this, and I would never have noticed it if I hadn't ripped the page with IHG, which downloads an image even when its thumbnail link is dead. If you go to captpike's post of Fox magazine December 1991, you'll see only one thumbnail (not Kayla), but in the HTML there is one image of Kayla behind a broken P&H thumbnail link, and if you follow his provided link to the entire P&H album you'll find the originals of these copies, so thanks to captpike and the author of IHG.

She appeared as Alison Jackson from Exeter in Mayfair Vol. 25 No. 06 (1990), photographed by Jean Rougeron, thread HERE.

Given Mayfair's habit of making up names it's pretty thin as an ID, but it's the best I can come up with.

She also appeared as "Yvonne" in Schlüsselloch No. 51 (1989) HERE.

Freckles between her boobs look similar, and it looks a lot like her?

Nope, not Rachel Ashley.

BTW, as a p.s. to my earlier note about IHG, I forgot to also thank halvar for some bug fixes (posted in the help section) to the IHG code for pimpandhost among others. Those updates here on VEF have been keeping IHG chugging along for us.
