Clearly no. Among other things, Taylor Swift has blue eyes, the woman in the photo has brown eyes.

Another pic that seems to be from the same set makes clear this is just a girl who looks somewhat like her. Note that hair is often misleading- a lot of the "resemblance" here is the same crinkly blonde hair, which is something that can be changed, obviously. My guess is a TS fan who got a similar haircut.

And the room is pretty messy-- my impression of TS is that she's a pretty fastidious princess. This looks to be someone's dorm room. I kinda doubt she was getting nekkid and nailed in campus housing . . .
