Rwanda bill amendments overturned in Commons vote

MPs have rejected the House of Lords' changes to the Rwanda Bill, which aims to deport asylum seekers to the east African country.

All 10 amendments were rejected, including allowing courts to question Rwanda's safety. The government insists Rwanda is safe.

The Supreme Court previously ruled the Rwanda plan unlawful, on the grounds it could lead to human rights breaches.

Labour says each deportation will cost as much as sending six people to space.

The proposed law aims to ensure the UK can deport asylum seekers to Rwanda by declaring it to be a safe place.

Michael Tomlinson, Home Office minister, told the Commons on Monday that the Safety of Rwanda (Asylum and Immigration) Bill was "an essential element" of protecting the UK's borders.

He said that the bill did not conflict with the government's international obligations.

Mr Tomlinson also criticised "systematic legal challenges" that he said continued to "frustrate and delay" removals.

Earlier this month, peers inflicted 10 defeats on the government in votes watering down its plans.

Labour's Stephen Kinnock supported all the Lords amendments to the bill and said peers were fulfilling their "patriotic duty" by scrutinising the draft laws.

The shadow Home Office minister said the government must have "due regard" for the Supreme Court ruling and claimed Conservative MPs were pushing through "absurd legislation" that is "frankly turning our institutions into a laughing stock".

Labour backbencher Neil Coyle asked whether Mr Tomlinson was aware of the National Audit Office findings showing that the scheme could cost taxpayers nearly Ł2m for each of the first 300 asylum seekers sent to Rwanda.

"Is the minister aware that Virgin Galactic can send six people into space for less than this government wants to spend sending one person to Rwanda?" he said.

"Is it not time to rethink this absurd policy and extortionate cost?"

A Virgin Galactic flight to the edge of space for six people was costed at Ł2.14m last summer.

Tory backbencher Richard Graham replied that critics of the cost "entirely miss the point" that it would act as a "huge disincentive" to those wishing to enter the UK without genuine reason.

However Robert Buckland, a former justice secretary, was one of a few Conservative rebels to support some of the Lords' amendments, saying he was concerned about "creating legal friction" over whether Rwanda was and continued to be a safe destination.

Sir Robert was also keen to stress his support for an amendment exempting those who had helped the UK's armed forces, such as Afghan translators, from deportation to Rwanda.

He said: "I would expect the government to be very sensible and sensitive to the position of Afghan refugees and future refugees and not put them into this scheme, it does seem to me to lose nothing by adding this particular insertion."

MPs rejected all of the Lords amendments in a series of votes with a majority of about 70, which means the draft legislation will be sent back to the Lords with its original wording.

On Wednesday, peers will decide whether to try to dilute the bill again before parliament's Easter break.

Downing Street has said it still believes there is time for deportation flights to Rwanda to start before June.

Film sex and nudity to have age ratings tightened for under-15s, BBFC says

Sex scenes that were previously acceptable in films with a 12 or 12A rating are now more likely to be rated 15 under updated guidelines.

People have become more concerned about how much sex and nudity can be seen by viewers aged under 15, the British Board of Film Classification said.

The BBFC has carried out its first major audience research for five years.

Viewers now want "a more cautious approach" to sex scenes that are on the border of a 12/12A and a 15, it said.

The BBFC recently surveyed 12,000 people to find out how attitudes have changed towards sex, violence, drug use and use of language on screen.

A 12 rating means someone must be over that age to watch the film, and a 12A means children under 12 can only go if accompanied by an adult.

For films with those ratings, the current guidelines say sexual activity "may be briefly and discreetly portrayed", while nudity in a sexual context "must be brief and discreet".

In a 15-rated film, sexual activity can be shown "but usually without strong detail", while sexual nudity is allowed "but strong detail is likely to be brief or presented in a comic context".

The research also indicated that audiences were happy for classification to be more lenient towards some sex references at the border of 15 and 18, especially in comic contexts.

The last time the BBFC carried out such research was in 2019. Then, as now, sexual violence remains the biggest area of concern for UK audiences.

Since 2019, however, the depiction of suicide and self-harm has risen to the second biggest area of concern.

Respondents expressed a desire to be warned about this type of content, according to the BBFC, which said it would continue to highlight suicide and self-harm in its advice.

'Society has changed'

The organisation also found that people are now more concerned about depictions of violence on screen.

It said that in future, a higher rating may be required for violence across all age ratings.

When it comes to drugs, the research suggested that audiences have become more relaxed about depictions of cannabis use and solvent misuse than before.

The BBFC said it would therefore take a less restrictive approach to such content.

Conversely, the survey suggested parents are concerned about the normalisation of bad language, especially terms with sexual or misogynistic connotations. Such language may now also require a higher age rating.

BBFC president Natasha Kaplinsky, said the organisation was committed to ensuring what it does responds to "the ever-evolving world around us".

"Since we last asked people across the country what they thought about our standards, society has changed, and opinions have followed - it's fascinating how this vast body of new research reflects this."

Hampshire PC who lied about being attacked sentenced

A police officer who lied about being repeatedly attacked by her fictitious ex-boyfriend has been sentenced.

Nadia Thurley, 29, a probationary officer with Hampshire police, alleged she had been assaulted 14 times over a seven-month period.

Thurley, who has complex post-traumatic stress disorder, denied perverting the course of justice but was found guilty after a trial.

She has been handed an 18-month suspended prison sentence.

The 29-year-old, from Woking, Surrey, was also ordered to undertake 150 hours of unpaid work and complete 40 days of rehabilitation activity.

'Let down'

Judge Moira Macmillan said: "You don't need me to tell you that I have to pass sentence for some really serious offences, and they are made more serious by the context in which you committed these offences, that you are a serving police officer at the time."

The court heard during the trial that Thurley would arrive at work at Southampton central police station with injuries to her face and tell colleagues she had been attacked by her ex-partner, a man she called Dan Jones.

More than 150 officers investigated her allegations and examined more than 800 hours of CCTV footage.

Detectives installed covert surveillance equipment opposite Thurley's home in the New Forest.

In July 2021, Thurley made two further allegations of assault, claiming "Mr Jones" had attacked her in her home.

Detectives examined the camera and found no evidence of anyone entering or leaving her home, and she was later charged with two counts of perverting the course of justice.

After reporting the final two attacks, she refused medical attention and declined to make a statement to police.

In a statement to the court, Deputy Chief Constable Sam de Reya said Thurley's crimes had "inevitably damaged the reputation of Hampshire police".

"Investigations into the allegations themselves occupied thousands of hours of police time and police resources were diverted from other victims of crime to respond to her reports," she said.

"The officers undertook overtime specifically to locate Mr Jones and they themselves feel let down and disappointed. Her actions have been felt across the organisation."

Since her conviction, Thurley has been sacked from the Hampshire force by a disciplinary panel.

'Great' to have NI government again - Biden

The US president has met Northern Ireland's first and deputy first ministers at the White House.

President Joe Biden held a private conversation with Michelle O'Neill and Emma Little Pengelly for around 15 minutes. Special envoy Joe Kennedy was also present.

It was the first joint visit by Executive Office ministers since Arlene Foster and Martin McGuinness met the then-US President Barack Obama in 2016.

Afterwards both the first and deputy first ministers hailed the visit as a huge success and hoped it would play a positive role in helping to secure fresh investment in Northern Ireland.

Speaking after the meeting, Ms O’Neill said: “Both Emma and I have had a very positive experience, meeting business leaders from a wide range of sectors who were left with a clear understanding of why they should invest in the north."

Publicly, President Biden has again welcomed the return of power-sharing in Northern Ireland.

Speaking at the annual St Patrick's day shamrock ceremony he said it was 'great' to have a fully functioning government in Northern Ireland again.

After leading a round of applause for the first and deputy first ministers, President Biden said that the Good Friday agreement provided for " an entire generation whose hearts have been shaped not by grievances of the past but by confidence in a better future"

Also present in the audience at the White House were Sir Jeffrey Donaldson, the DUP leader, Education minister Paul Givan and NI Secretary of State, Chris Heaton Harris.

Ms O'Neill said: “Over the coming months we will continue to build on the connections we have made in the United States in order to grow our economy for the betterment of our citizens.”

Deputy First Minister Emma Little-Pengelly said: “We had a really positive meeting with President Biden and discussed the importance of our relationship and U.S. investment when it comes to securing a thriving, brighter future for everyone.

“We are a global leader in sectors such as cyber security, RegTech, FinTech, advanced manufacturing and health sciences with a young, skilled and dedicated workforce. I am confident those influential decision makers we have met with have been very impressed by what they have heard."

'Change of tone' in Washington on Middle East - Varadkar

There has been a change of tone in Washington on the issue of the conflict in the Middle East according to the taoiseach (Irish prime minister).

Speaking after the annual St Patrick's day brunch, Leo Varadkar said he felt reassured that the Irish position on Gaza should "not be toned down".

"There are different perspectives between Ireland and the US," he said.

"They're different aspects within the US as well.

But I have to say, nobody I've encountered said to me that we should tone down our position or that they feel that that we've gone too far in comments we've made on the position and that's reassuring."

The taoiseach, who several days ago urged President Joe Biden to work towards an "immediate humanitarian ceasefire" in Gaza, said the president was working hard to secure that.

The restoration of the Northern Ireland executive was also praised by the taoiseach in Washington DC.

Leo Varadkar said that the visit to the White House this year is different because of the functioning of the power sharing government.

"There would have (previously) been a conversation about what could have been done to get it working and it's just been great to see the fact that it is operating," he added.

Now we're talking sense: there's no way that anyone can argue that they'd be subject to human rights abuse in the emptiness of space. And, if it's that much cheaper, we'll get through the backlog of migrants so much faster for the same outlay.

Maybe we could even get a hefty discount if we volunteer some people to do the initial human trial flights as well?
