One can give various dates in the past when we had notable shifts of content, sometimes due to the legal framework, sometimes due to a new technology:

• 1968 showed a big cultural shift in movies, as nudity suddenly became commonplace in movies; there were accompanying shifts about censorship regulations in several countries
• 1975 had the legalisation of porn in France and Germany, and consequently lots of quality porn came from there
• around 1982-1984 was the time of two technological changes that had detrimental impacts on the quality: one was that video replaced cinema/Super8 as the main distribution medium of sex films (result: quantity up, quality down); the other that video cameras were taking over from film cameras, which cheapened production and again pushed the quantity up and quality down

Not an answer but a parochial suggestion: by 1995 the Raymond setup had almost completely ruined classic British magazines. The women after this point all became identikit plucked, shaved, airbrushed interchangeable East Europeans.
