Surfing in secrecy immediately conjures up images of people using these things to download naughty or really bad stuff, but the average person is more worried about being tracked if say going onto a banking site or just sending an e-mail-there is a difference between intrusion into people's human rights to privacy and another to spy on someone for nefarious means OR intercepting what could be a threat to the country, which I am all for if it means keeping us safe, but a person's basic human right to privacy should be upheld. As long as you don't download or look at anything that is against the law, you shouldn't have any worries-it is only the illegal and criminal fraternity that need worry.
