It appears to be an attempt to close the "ghost gun" - the do it yourself method of turning an 80% receiver (a non-gun, often described "paperweight") into a working firearm.
People are turning these into working guns and many are possessed by people who otherwise would not be allowed them. The people who sell the parts are gun manufacturers. They just don't require any paperwork from the buyers to sell them. No FFLs, no driver license verification, could be cash and carry if the buyer so wished. |

That bill looks like it would ban a ton of gun parts period, denying repair parts to legions of legit users.
In the matter of "ghost guns", maybe ATF is going to have to step in and prohibit the sale of receivers so close to completion. That's certainly a loophole. You ought to require a fairly sophisticated machine shop to complete an "unfinished" receiver. At least if we expect our current laws to keep working as they have been.

For further information - http://www.constitution.org/2ll/2ndschol/87senrpt.pdf - The Subcommittee on the Constitution of the Committee on the Judiciary - United States Senate - Ninety-Seventh Congress in February of 1982 issued a report which also disagreed with it. But believe anything you want, just don't be surprised when it doesn't pan out. |
