"Hugh Jampton" was a bit part character in the Goon Show.

Spike Milligan wrote the show in the 1950's when the BBC's "Little Green Book" was still the reference that writers and producers had to abide by to avoid offending the radio listeners.

It was seen as a challenge and scriptwriters would try to sneak material past the censors in a form that the audience would understand but that would go over the head of "Disgusted of Tunbridge Wells"

"Hampton Wick" is Cockney rhyming slang for "prick" ( a UK slang term for a penis )

Thus "Hugh Jampton" = huge Hampton Wick = huge penis :-)
