There will be plans already drawn up by the civil service to cover every possible scenario, including transition arrangements. But they can only be in outline because their final form depends also on what the EU will agree to, and the EU is refusing to talk about these aspects at this time.

Hammond and Fox can agree or disagree on what they want or think might be necessary, but it is all whistling in the dark until the EU is prepared to sit down and talk about it. Nothing can be done unilaterally and the timetable is being set by Brussels.

I was one for just 3 years but had the same experience in the 90s.

I remember when a minister used to visit the management's usual tactic was to get everyone into one room to make it look 'busy'. It usually worked as the ministers usually had no fucking idea as to what we were really meant to be doing.

Generally the higher the grade the more fucking clueless they were.

I was once visited by a local MP who is now a prominent cabinet minister. He took us to task as to why we had restricted one of his constituent's housing benefit.

I explained it was because of the order that his government had just enacted restricting levels to the local average. He had voted for it in the house but clearly had no idea of the effect it would have.

To be fair to him he did apologise profusely and said he would explain the matter to the individual who had complained.

Default Vince Cable: Young 'shafted' over Brexit

Older people who voted for Brexit have "comprehensively shafted the young", Sir Vince Cable has said.

Writing in the Mail on Sunday, the Lib Dem leader accused the over-65s of being "self-declared martyrs" who claim leaving the EU is worth the cost.

"The martyrdom of the old comes cheap," he said, as fewer have jobs to lose and living standards are protected by the triple lock on pensions.

"For the Brexit martyrs, paradise beckons," he added.

Quoting statistics that 64% of over-65s voted for Brexit - compared with 71% of under-25s who voted Remain - Sir Vince said he was "struck by the heavily Remain sentiment in colleges and schools, and the heavily Brexit mood of church-hall meetings packed with retired people" during the referendum campaign.

He claimed that austerity measures had largely affected the working population, with pensioners suffering "relatively little" after the financial crisis.

Young people, he said, have the added problems of "prohibitive housing costs, growing job insecurity and limited career progression".

"The old have comprehensively shafted the young," added Sir Vince. "And the old have had the last word about Brexit, imposing a world view coloured by nostalgia for an imperial past on a younger generation much more comfortable with modern Europe."

The newly-elected party leader warned that describing such "masochism" as martyrdom was "dangerous", adding: "We haven't yet heard about 'Brexit jihadis' but there is an undercurrent of violence in the language which is troubling."
