Can't attach files

I have some gifs to upload. The microphone button to attach files isn't showing up in my browser. In the "Posting rules" section in the bottom left it says "You may not post attachments." I know I've posted attachments before. What am I doing wrong?

Attachments have been disabled here forever. You need to use an imagehost like Imagevenue or Imagebam to post pictures.
