He does not have to protest if it is a social problem. The adequate approach would be to file criminal charges against persons unknown at the next police station. The police is obliged to take criminal charges seriously. They have to investigate violations of the law in the best judgment. It is their duty to identify and arrest wrongdoers. All further steps are taken by the public prosecutor. Criminals are convicted by a court if they are guilty. They have to go to jail.
Problem solved. Everyone is happy and satisfied. However, the matter looks different when it is a political problem. Civil resistance would be necessary since state institutions, like the police, represent the problem. The second most effective form of civil resistance is peaceful public protest. |
