The quote is disputed. My understanding is that it came from one person who claimed to have got into the meeting. I have seen nothing to prove or disprove that claim. As such I cannot say if it is true or not.

If anyone else chooses to believe it must be true, or it must be false, that's up to them. Personally, I'd want some evidence, one way or the other.

The Talk Page linked to on the Wikiquote page as several right-wing French publications is interesting. The only source for this remark is apparently a Holocaust denier. He's also the author of AIDS The Last Great Plague:

The Talk Page suggests the possibility that the remark is actually a satire and it does seem in content and tone unlike the other, verified quotes from Rockefeller. Even if it could be proved that he did say it, it wouldn't be accurate to say that he 'publicly thanked the press' as we would only know about it because of a leak.

And having someone read out the words over a picture of David Rockefeller doesn't make them any more likely to be true.

Right before he said, "Consp..." he used the word "Another". So, what other "consp..." could be possibly be referring to? Was he also almost admitting that 9/11 was a "consp.." too?

Also, the Boston bombing, whichever way you look at it, was a "conspiracy' even if it was just the two (unlikely) brothers, seeing as a conspiracy is a plot between two or more people, the question also is why Bush felt he could not use the C-word, when he could easily have gone on to mention the two brothers. I find that interesting, as well as the fact that the most powerful man (puppet) in the world for 8 years can barely string a complete sentence together.

As you've just said, by strict definition, both Boston and 9/11 are conspiracies. Perhaps Bush was simply worried that if he uttered such a loaded word, people would seize on it - as indeed they have.

You ask if he was almost admitting that 9/11 was a conspiracy too, but he clearly says that Boston isn't one. So from this context, I think he's using the word 'conspiracy' not in the strict sense, but to mean that whereas 9/11 was a series of co-ordinated attacks on multiple targets, Boston turned out not to be - once it was realised that the fire at the John F Kennedy Library was unconnected to it.

As for your other point, that one's always puzzled me too.
