This is one of the factoids that Americans believe but is in fact untrue: that the British have bad (as in unhealthy) teeth. It's true that the British have bad teeth (as in crooked) because we don't give a rat's arse about having straight teeth, but we have the healthiest teeth in the world apparently (it was on QI so it must be true).

There are agencies that do this in every corner of the globe....in the US ASCAP is the main one.... in the UK PRS...in France it's SACEM...in Germany, GEMA....in Japan, JASRAC...it's just that you as the consumer don't encounter them very much.

He means "licence plates" that are individually made to your own specification and cost bloody heaps! In other words if you wanted something like SAM1 or MAGIC etc you would have to earn a fair bit of money to afford one like that. In Britain they are called Registration Number, whereas licence plates are in the US and other countries I suspect.

You can use numbers as letters too but I think you can only have up to three, the others must be letters like 8O8(BOB) can be used which is a bit like making words from numbers on a calculator(and we've all done that in the past) like 5318008 which when reversed would be BOOBIES! but you couldn't have that anyway.

Diplomatic vehicles have 3 numbers a letter and another 3 numbers like 123 D 321 - D for Diplomat you see.

The Queens car doesn't have a number plate, and the Queen (or King) doesn't need a driving licence, although the Queen (like myself) learnt to drive in the forces.

Ah, in the States we call those "vanity plates." And they cost more than regular plates. A lot more.
