Echoing what hos has already said earlier, I thoroughly recommend ACDSee for Windows 7. I use ACDSee Pro 7 which has a lot of extra tools for editing over the standard version, it's a lot like Adobe Lightroom. With Pro you wouldn't really need anything else like Photoshop or Gimp, it's a great all-in-one especially for photographers.
