How many people would use a tunnel when they're already well connected by sea & air? I would never go in a 2,500 km long tunnel, that's a promise. What if there was a fire or two?

Looks almost like a Siberian problem to me -- distances are too big, and there aren't enough people for it to be worthwhile. Or were you planning to change their immigration policy as well?
