I was worried he meant many of these to indicate the driver is blind

Depends which "dots" you mean. There are big, darker areas-- especially noticeable when you're wearing polarized sunglasses. This results from the way the glass is cooled. If they're distinct little black dots, plainly visible usually on the rear window, then they're a ceramic trim. Its not clear to me whether this is functional or cosmetic.
