It depends on the country you are in.Like I know Germany did that.As a mater of fact my BIL's second child was born there & to this day she is considered a German citizen,even if she was born there by a US serviceman.At least that was true in 1972,when she was born in Germany.Here if a forign national gives birth in the USA,the child is a citizen too.Sometimes they are termed "Anchor Babies".By that reasoning why could one not get a passport from the country of birth?

Again we'll have to look at the laws in Panama at the time of McCains birth?

The children of British servicemen (and women) born overseas are British citizens and they get a British birth certificate. They can also represent any of the four home nations at sport regardless of which of the four home nations their parents are from. I am sure that being the head of FIFA that would entitle Sepp Blatter to handle it, perhaps as the official custodian - they must trust him enough - but if you remember years ago, when a team had won the European Cup that idiot Lennart Johannson tried to grab the glory by half lifting it himself before handing it to the winning captain-I cite Liverpool and Graeme Souness - or whoever the chief of UEFA was at that time.
