There are many similarities, and the spot seems to be in the same place, but I'm not ready to confirm.
The noses look different to me, and the eyes seem to be different colors.
Aereolas are also hard to match.

An more opinions or details from anyone?

I've posted a couple of pics (all that's avail.) from RR's PHDE set, which shows her spots more clearly than elsewhere.

Here is one of those scans you posted.



Looks like 3 spots under her left breast in that scan.
A forth one to her left side down at the level of her belly button.

But I still couldn't match the spots in the same locations on Penelope.
And I noticed the distance from her lower lip to her chin doesn't seem to match.

However, looking at her belly button in this better scan from MF V19 #3 seemed to match the one above.
Even a spot 1 inch to the right side of her navel (her right) seems to be on both girls.



Hmm

Opinions?

I've had a go at some spots.

RR thread:



Black hat has a clear pattern of 4 spots, a bit like a southern cross pattern, under her left boob, sometimes transposed. Published 1987-8.



There's only 1 spot visible on RR below her left boob. Pub. 1984.

Maybe she gained some spots, 1984-7? If they'd been hidden with make-up or edited out of the pics. then why are some still (just) visible? Sometimes minor spots are "missed" by make-up/editing but here it's perhaps more like some of the major/darker ones are (only just) still there?

PM thread:



Some of the PM spots are very faint. I often had to view them at 200% to notice anything at all--and you will likewise now when viewing/comparing. (Partly scan/mag. res.) Pub. 1984-5.

I may have found some other spots, some of which may match--cf. thigh. I haven't been sufficiently systematic. One in green I found no match, but some in red are likewise.

1984-02, Mayfair claimed RR was 23.
1984-03, Mayfair claimed PM was 18.
No text of 1985-02 Mayfair PM set to compare.

But note that I don't think mags. necessarily always knew model X was the same as Y from last issue, etc.; they simply received sets from photog./agency catalogues and chose some to publish, making-up text blather as suited. The reason there are sometimes patterns to the made-up mag. names is because often they recycled (or started from) the made-up model names supplied by photogs.

I think they're probably all the same model, but it's not quite compelling. Consider ears, chin dimple, nose (underside)? /shrug/ I've asked miri to take a look.

There does appear to be a resemblance with Penelope McLeod & Rosemary Richards. Though, it's difficult to be sure with the images possibly being airbrushed for the magazine layouts. The timeframe(mid 1980's) for their known pictorials seems to be around the same time. And it wouldn't be the first time that a model has been credited with 2(or more) different names from the same magazine title.

Late throw: is it any easier to consider whether RR is PM without (at least temporarily) including black hat?

The only pic. possibly suggesting anything more than a single spot under the left boob is one of PM as Helene in Genesis.

Here's a high res scan of her Genesis February 1984 layout

Scans 2 and 3 give a look at the left under boob area.
Think I see some airbrush work in scan 2 upper left pic over what would be our spots.
Scan 3 far left pic seems to show the spots, but not exactly where I hoped they would be.
Maybe the angle is different.

I think those pics. show that PM does not have the 4 spots under left boob of black hat, but does have the single spot under her left boob and spot by her navel that match RR.
