It wouldn't surprise me at all. I really don't think they expected to win and neither did many who voted leave. I think those in the leave camp expected it to close but also a case of better the devil you know. I think many in the leave party will have expected the actual result we had the other way around and remain winning. I also know people who voted leave but did so thinking their vote wouldn't actually matter. However they could then moan and groan about the result. These people then realised their votes had sent us out of the EU and went online the next day posting regret messages everywhere.

Those EU officials, who were not elected, but appointed, and are minded to continue pushing the EU in a direction the vast majority of citizens don't really want to go, except those of a failed comunist regime, for whom anything is better.
