If a comet hadn't wiped out the dinosaurs would they have developed meaningful intelligence? According to scientists dinosaurs were the ancestors of birds and some birds are very smart. Crows are so intelligent they are referred to as flying monkeys. Would the absence of humans have allowed another species to flourish?

Not likely. Keep in mind Dinosaurs lived for what 165 million years? Not a whole lot of brain development over that time period. They remained dumb as door knobs.

The reason humans became intelligent was because of the way we ate meat, and our ability to cook it, both which gave our brain more nutrients. This helped develop our brain size and intelligence.

I disagree. Evolutiuon takes millions of years, and there are mutations also. I believe if the comet or asteroid had not hit the Earth we now might have intelligent lizards of some kind.
