I beg to differ. In Chicago all CVS pharmacies have this same system. Once you put your quarter in the slot it can't be removed until you hook the cart back up and then this little device pushes your quarter back out. Store employees can't get the quarter. Only management can with a special key.

Yes the store will be making/keeping a quarter on any cart not returned by the customer, but perhaps they feel that is insignificant and worth the bother, and why stores not utilizing the coin boxes have not done so.

Rhode Island ... and I can't say ever having seen any in Massachusetts either, I'm not saying all but at least in any of the major stores that I've been at.
