Hah! This mystery was finally solved and the film in question was "Deadly Love" from 1976 starring future Miss January 1977 Playmate, Susan Lynn Kiger. I can't really say I'm looking, but it's a personal holy grail I guess, the unfortunate thing is I cannot remember its name, but it is set in some kind of hotel, which makes it pointless to seach for when using "retro" "hotel" in the search functions, and I'll try to detail as much as I remember:

It is definitely pre-VHS but the version I saw was copied to a VHS, I would have seen this in the early to mid 90s, but some of it is somehow etched in my memory. The amount of bush that the actors and actresses had on display also proof of this movie being filmed in the late70s-early80s, apologies if this doesnt narrow it down yet.

I remember seeing 4 scenes, there may have been more though.

One of my Holy Grail's is an CC Expo loop titled "Black Jack" Number EF65
My father had it on an 8mm film in the late 70s and when he was at work I used to set up the projector and have my own film show. It surprising how quick you work out how to use technology even at the age of 13

He had a few and most of them I have found on the internet over the years but not this one. It was a decent film but nothing special but its the one that I haven't been able to track down on the "net" or even on VEF so that's why its my Holy Grail.
