If my ISP blocks access to VEF without a pass, I'm just going to drop out completely as I'm buggered if I'm going along with any of this police state shit and the possibility of being put on some ridiculous register.

"I can tell you with complete certainty that VEF is not based in the UK."

Therefore nothing will change after the implementation date, since the UK law only applies to sites based in the UK, i.e., on UK based servers being accessed by people with UK IP addresses.

In that case, nothing to worry about, guys.
