It's not just lately. Every so often they don't give bandwidth to free users because they want them to subscribe. They use the method you describe, and it's frustrating because they're not completely straight about it -- if you're not familiar with the tactic, you could easily think the site has a glitch, or that you've done something wrong yourself. So you waste your time and keep trying

If you have no other link and can't find anyone to help you, the only answer as a free user is to be patient and try again later

I find that using the private mode in the browser works more often than not to break that cycle. Maybe it works for you too.
