I just know that my contribution is going to upset most of the people who have already posted, but I think cats are a bloody nuisance, when we moved into our house my wife and I spent a lot of money having the garden properly landscaped etc. When the garden was finished the neighbouring cats moved in, crapping everywhere, killing the birds we had encouraged into it and generally making it a mess. We have tried every remedy you can think of to discourage their comming into our garden even would you believe? -dehydrated Lion shit, all to no avail. We don't dislike cats, but would prefer them not to use our garden as a toilet. If it's against the law to let a dog shit in a public place without clearing it away then the same should go for cats. Ah, I hear the cat lovers reply, but we don't take Tiddles or whatever out for a walk, no you just send them to shit in other peoples' gardens. The woman opposite, who has three cats, was most indignant when I returned the contents of their bowels to her garden, in fact she sent her husband round to 'sort me out'. Strange isn't it? I can have her cats' shit but she doesn't seem to want it!!!

Really odd in that, cats are some of the only animals that bury their shit.
It's a natural act, they cover it up, bury it. Strange that you have this problem.
Up side, good fertilizer for a garden.

Most do, some don't. But nearly all (healthy) cats do their dump always at the same area of your garden - for example at the corners of a patch or under a bigger bush. If you have blackburry plants you can put their spiny boughs on the cat's 'outdoor toilet'. Works best with already desiccated blackburry boughs. Garfield will not sit on a crown of thorns for sure.

Maybe you have other spiny plants that you can use. Boughs of wild roses should work too but I hadn't test them.
