There were continuing reports of human rights violations by the police, including unlawful killings and torture. Most of these abuses were not properly investigated and little, if any, judicial action was taken.

In May, Juan José Barrios was assassinated by two hooded men in Guanayén, Aragua state. He was the seventh member of the Barrios family to be killed in circumstances that suggested members of the Aragua State Police were involved. In January, Néstor Caudi Barrios, who had witnessed the extrajudicial execution of Narciso Barrios in 2003, was left with permanent injuries after being shot by two men on motorbikes. No progress had been reported in the investigations into these attacks by the end of the year.


In January, Daniel Antonio Núñez and his 16-year-old daughter Francis Daniela Núñez Martínez were beaten and threatened by police officers from the Caracas Investigative Police in an apparent attempt to intimidate them into testifying as witnesses to a shooting near their home.


In February, the former wife and young daughters of police officer Jonny Montoya received death threats. Jonny Montoya had complained about rising corruption under the former Chief Superintendent of the Municipal Police of Caracas.

Amnesty International is a global movement of over 3 million people committed to defending those who are denied justice or freedom.

It's not like they're a military force They can't physically stop a human rights violation, they're just a movement and report things as they see it.

Why not - our enemies hate us and would kill us all if they could, so if there is an opportunity why not kill their leaders.

Mmm...

• It's illegal.
• It's murder.
• Our intelligence gathering and political assessments of foreign regimes are not exactly reliable, for example as when we invited Nicolai Ceausescu and his lovely wife Elena to Buckingham Palace for tea with the Queen.
• In principle, it's rather dumb to engage in the assassination of foreign heads of state, especially if they are popular at home. You only need to get caught doing it and it is casus belli: you can find yourself fighting a war you hadn't planned on.
• Kill the enemy leader and you don't have anyone to negotiate with.

All things considered, I'll pass on this suggestion. If you are really determined to kill the leaders, first defeat the country, then try the leaders for war crimes, then turn them into strange fruit. This method works.

Those are the least good reasons in my opinion - it's a nasty world and the way to survive and to dominate is to be more ruthless than the people who oppose us.
