For me, It has has to be Ella Fitzgerald.
She makes singing everything sound as easy as pie, no effort at all, but the result is stupendous. (Pavarotti is a bit similar as being effortless in male singers, but his range was so much more limited than others like Placido Domingo, or indeed, Ella).
Ella's Songbook series is magnificent, and the Cole Porter double CD is a contender for one the best albums ever.

More recently, an outstanding singer is Christine Collister, with effortless delivery, an astonishing range and real soul in her voice.

And for folk music (and some Jazz) there is always June Tabor, with her incredibly rich voice.

Norma Winstone

Folk:
Sandy Denny (glad to see so many mentions)
June Tabor
Linda Thompson (sadly her career was restricted with voice problems)

Rock:
Laura Nyro (just fabulous)
Joni Mitchell (mid period)
Kirsty MacColl (Another sad loss; great songwriter too like Laura & Joni)

But the one who really makes my hair stand on end (well I had some when I first saw her live) is CHRISTINE COLLISTER, who has an astonishing voice. Usually described as a Folk-Soul singer, like most great singers she can sing almost anything and make it sound easy. Great range and a huge voice, coupled to real sensitivity and control.
