Idiots like Romney (and, for balance, Gore) can promise all of this, but the fact of the matter is that people will always find a way to get around filters. Blocking Internet traffic doesn't work. The only reason China can block Google is because the Chinese don't know any different. In the west, script kiddies would be finding a way round it in seconds. Look at BitTorrent. ISPs can block and shape P2P traffic all they like. P2P continues. People just use VPNs and browsers that defeat the block. On top of which, politicians with no tech knowledge routinely make promises that border on science fiction, and which anyone with a working knowledge of the guts of a computer will realise to be utter bollocks.

The funniest part of all this is that the Internet has its roots in Arpanet, a military network, designed with bags of redundancy, specifically so that if one or more legs were taken out, there would always be a way through for the data. The bombproof, politician-proof structure of the Internet is all down to the US military in the 1960s. How do you like them apples, Mitt?

Remember when the recording industry spent millions trying to come up with a non-rippable CD? It took some one less than a day to figure out how to foil it. At the core of it, Mitt and his ilk (on both sides of the spectrum) are nothing more than panderers saying whatever is expedient to get them that elusive vote.
