I wouldn't call somebody fleeing their country, traveling too Indonesia and then paying a smuggler too get onto a leaky crappy small fishing boat an Immigrant I'd call them exactly what they are, Illegal Alien as The Americans call them If they're legitimate refugees, they can do it using a correct method, not paying someone who's profiteering and most times won't be able too deliver the promise. And then put them on welfare
